Shipping Charges based on amount spent

Is there a way to base the shipping charges on the amount of money spent on the site? For instance, if we wanted to have the shipping charges $1 - $50.00(spent) for $6.00 $50.01 - $150.00(spent) for $22.95 and everything over $150.00(spent), the shipping would be free, is this possible and if so, how do I code it into the product definition. I assume you would need to utilize manual shipping options for this correct?
Along this same line, we would also have a Canadian shipping option as well.
Are these doeable and if so, how is this accomplished?
You guys have always had a great service and so very reasonable priced. I have always been very happy with your service.
